2022 SoCalGas and SDG&E Rate Case

RWA completed its analysis of SoCalGas and SDG&E's 2023 rate case. As the largest utility in the country, the utilities proposals covered billions of dollars of capital and O&M investment. On the behalf of a ratepayer advocate, RWA evaluated the gas engineering, gas distribution, gas transmission, and integrity management proposals of the companies for reasonableness and cost prudence. RWA filed 100+ pages of testimony supporting its positions and ultimately contributed to the technical bases for many of the CPUC's rulings.
2023 Illinois Office of the Attorney General - Rate Cases

In 2023, Peoples Gas, Ameren Illinois, and Nicor Gas all simultaneously filed rate cases in Illinois. As the state's largest utilities, the review of all three petitions simultaneously was a large project. The Illinois Attorney General's Office retained RWA to perform a simultaneous analysis of the rate case filings to review the hundreds of millions of dollars of capital investments and nuanced interactions with recent changes in IL infrastructure program regulations. As a result of RWA's work, the prudence of certain investments was confirmed, and adjustments were made to others - ensuring that prudent investments went forward and ratepayer savings were identified where applicable.
2021-2025 Delaware PSC - Infrastructure Safety & Reliability Regulations

RWA's team of experts assisted the Public Service Commission of the state of Delaware in the development of its ISR regulations and associated reporting requirements in 2020. Following the promulgation of those regulations, RWA carefully analyzed each of the Delaware utilities' annual filings in 2021-2025 for compliance and reasonableness. This included an analysis of each category of capital investment and support for the PSC's and Division of the Public Advocate's findings each year.
2025 New York Public Service Commission - Long-Term Planning

In support of the New York Public Service Commission's Gas Supply Long-Term Planning (GSLTP) requirements, RWA provided expert analysis of a New York utility's initial and final GSLTP plan which covered topics such as design day forecasting, gas supply and upstream resources, non-pipe alternatives, renewable natural gas, hydrogen blending, energy efficiency and DSM, as well as the utility's expectations for long-term electrification. RWA provided recommendations to the state and the utility to improve the planning process and ensure accurate and reliable forecasting.
